Does anyone know what tv show and episode this plot was in?

Question

Someone was killing people by causing car accidents by using a traffic light transmitter to change the green light to red. People involved swore the light was green. I think that a paramedic was also involved because they were causing the crashes to then save people and be a hero. Please help, I think it was a csi or something but it was a crime show.

if i remember this right the same situation happened in the gremlins movie..............but not sure about the other show
